Berlin, 2 October 2026
Today, the Federal Joint Committee (GBA) adapted Annex XIIa of its Pharmaceuticals Directive to the changes resulting from the Statutory Health Insurance Contribution Rate Stabilisation Act (GKV-Beitragssatzstabilisierungsgesetz). This act abolished the “combination rebate” with effect from 29 July 2026. Since 2022, a rebate of 20 percent had applied when billing the statutory health insurance funds for medicinal products with new active substances used in a combination therapy.
The GBA has now limited the period of validity of the designation as a combination therapy to 29 July 2026 for all active substances whose period of validity had not ended before this cut-off date.
